University of California - ICAMP Update
Annual update on Integrated Capital Asset Management Program (ICAMP) to address Restoration and Renewal of Existing Facilities from the January 24, 2024 University of California: Finance and Capital Strategies Committee, National Laboratories Committee meeting.
Highlights:
ICAMP includes a comprehensive 10-year inventory of assets. It is used to better understand the overall backlog and deferred maintenance, aiming to address the most urgent needs.
The database includes all UC-owned buildings, not just those funded by the state, and it is utilized to make requests for state support and prioritize funding when available.
The University of California spent the majority of last year developing the Integrated Capital Asset Management Program (ICAMP) to bolster infrastructure and renewal efforts.
The UC system has received funding of $818.3 million for the restoration and renewal of existing facilities since the fiscal year 2015-2016.
Of this, $663.3 million was one-time funding.
No funding was allocated for the 2023-24 fiscal year.
A total of $7.5 billion is needed to complete projects in the near and intermediate terms, with only 10% of that amount addressed so far. The estimated cost for restoration and renewal increased from $6.6 billion last year to $7.5 billion this year.
$640 million of this increase is due to inflation.
The construction index saw a 9.4 percent increase in 2023.
Last year, UC-owned facilities identified an additional $277 million in new needs for auxiliary and medical centers, contributing to 3,500 new projects in that category alone.
Funding continues to be a significant challenge.
